Yes, You Can Downgrade From iOS 7.1 Beta Using iTunes

When Apple updates their operating system it throws the jailbreaking community into chaos temporarily. This is thanks to a large percentage of owners of handsets updating their iPhones and then finding that they cannot go back and the jailbreak doesn’t work anymore. Then they are left waiting for a jailbreak to arrive for their handset.
We have seen this happen with owners who updated to iOS 7.1 Beta and then found that the jailbreak they had wouldn’t work anymore. However if you have iTunes then you can go back. But take note, this only works for the Beta version, not the full update.
